Hyogo Joint Summer Session at Sea 2006, a 502-member delegation from Japan headed by Keiko Kiyohara, Representative of and Special Advisor to the Governor of Hyogo Prefecture, Japan, visited Guangdong from September 8 to 9, 2006, aiming at enhancing friendly exchanges between young students of Guangdong and Hyogo. A celebration evening party named Night of Guangdong Culture for Chinese and Japanese students, co-sponsored by Guangdong Province and Hyogo Prefecture, was staged on September 9, 2006 in Garden Hotel. On behalf of Guangdong Provincial Government, Luo Ou, Vice Secretary General of Guangdong Provincial Government, attended the celebration and delivered a speech.

"Understanding is enhanced and deep friendship further is promoted for young students of Guangdong and Hyogo through the Hyogo Joint Summer Session at Sea exchange program to send young Japanese students to visit Guangdong as well as local young students organized to visit Hyogo by Guangdong. A new chapter for the friendly exchanges between Guangdong and Hyogo is created. Youth are the future of a nation and successor of China-Japan friendship. I wish that we will learn from each other through mutual exchanges, enhance the understanding and promote friendship so that China Japan friendship will be long standing for ever," Luo said during his speech.

Additionally, Yu Min, Deputy Director General of Guangdong Foreign Affairs Office, leaders of the Department of Education of Guangdong Province and local universities concerned, representatives of faculty and students of relevant universities as well as representatives of local family who hosted 51 Japanese students respectively attended the celebration party.
