Arranges and coordinates routine operations within the department;

Responsible for the draft of comprehensive documents and other operations such as research, supervision and direction over related affairs, information gathering, conference and meeting organization, external publicity, documents and telegrams, archives, letters and calls, proposal (motion), management of classified information and confidential documents, training of foreign affairs personnel;

Management and supervision over the outlay for the undertake of foreign affairs.
