1991-1995    Deputy Director of Hong Kong & Macau Affairs Division,
                      Foreign Affairs Office of the People's Government of

1995-1996    Vice Mayor of Xinhui People's Government of Guangdong
                      Province (temporary assignment)

1996-1998    Deputy Director (Director Level), Protocol Division, Foreign
                      Affairs Office of the People's Government of Guangdong
                      Province and then Deputy Director (Director Level), Overseas
